International Cloud Welfare Commission

An ongoing body of Commission statements, policy briefs, and technical inquiries into atmospheric participation, evidence, and shared airspace.

The International Cloud Welfare Commission examines atmospheric participation, shared airspace, cloud wellbeing, and the responsibilities of institutions proposing to act upon existing atmospheric formations.

Commission Statement 2026/01, The Clouds Were Participating Here First, establishes the foundational authority for subsequent publications. Commission-developed frameworks are distinguished from established atmospheric science and international law.

The growing publication series includes Visible Means of Support and the working inquiry Atmospheric Consent: Notice and Participation in Atmospheric Consultation. Each document follows its question through the evidence and procedural obligations it creates.
